How would moving abroad work if he is both and I am not? Or does just holding a German passport not matter in the grand scheme of moving to another country? It probably wouldn’t be a result of work relocation?

I don’t really understand why is the time of passport relevant to the relocation? are you moving as expats, or on your own?
If he is a german citizen, he can legally work anywhere in the EU. You, as a legal spouse, will be able to get some kind of work permit/visa, based on family reunion – legal details to be requested at the relevant consulate/ambassy.
So, the passport is only a facilitating item, but not really a big deal.
